The PTI led federal government is planning to establish a national database for sex offenders to curb incidents of rape and sexual assault. "A national database of rapists and sex offenders is going to be set up," said Senator Faisal Javed Khan while talking to reporters on Wednesday.
A sex offender database or registry is a system in various countries designed to allow authorities to keep track of the activities of sex offenders, including those who have completed their criminal sentences.
In some jurisdictions, registration is accompanied by residential address notification requirements. In many jurisdictions, registered sex offenders are subject to additional restrictions, including on housing.
"Those who abuse children and women will be punished severely. Prime Minister Imran Khan has also made it clear that no concessions should be made to such criminals," the senator added.
A number of government functionaries including Prime Minister Imran Khan and Faisal Javed Khan had called for awarding harsher punishments to rapists following last week’s gang-rape of a mother in front of her children after her car ran out of fuel at the Lahore-Sialkot motorway.
In a TV interview, the premier on Monday said he personally believed pedophiles and rapists must be hanged publicly but such types of punishments might have “international repercussions”.
“The European Union’s GSP status for trade with Pakistan will be affected by public hangings. Hence, I think chemical castration must be conducted on those criminals," PM said.
The senator said the government is going to introduce new legislation to give the harshest punishment to predators and sexual abusers and to keep identities of rape survivors secret.
"Such criminals often blackmail the victims. We need to make an example of sexual abusers and child rapists and there is a need to debate on laws of public execution," he said,
He also criticized the PML-N President Shehbaz Sharif whose comment on the Lahore motorway gang-rape during a National Assembly speech a day earlier was described by a section of people as insensitive.
“Shehbaz Sharif must step down [from his position as opposition leader],” he said.
Addressing the lower house, Shehbaz reportedly said: "Since this incident took place at the Sialkot motorway, I think it won't be inappropriate to say that this motorway was also built under [former premier] Nawaz Sharif's supervision by the PML-N."
Shehbaz had later taken to micro-blogging site Twitter to apologize for his “insensitive” comment.
"Couldn’t properly contextualize my comment during NA speech and it came across as insensitive. I didn’t mean it that way and am sincerely sorry for it. I’m devastated like all of you on this unfortunate incident. Hope government now provides security on Sialkot motorway for safety of citizens," he added.
“The PML-N lawmakers in the house were banging the desks when Shehbaz made this comment,” PTI senator said. “The PML-N president shouldn’t be let off the hook so easily just because he apologized for his statement,” he added.

How will keeping a sex offender register help in a country like Pakistan. This is a useless initiative rather we should focus on strict punishments and increasing prosecution rate. In my opinion rather than perusing these useless initiatives we should revamp our rotten judiciary. We need to improve quality of lawyers and judges. We need to introduce a law exam on federal level to check competency of the lawyers and judges. There needs to be greater accountability of judges otherwise no amount of new laws will help us. What will be point of new laws when there is no implementation of those laws. We already have plenty of laws but no prosecution of these pedos and rapist basstards.

Landlords can use this database to keep their neighborhood clean and under watch for activity such as rape, sexual assault and harassment is just one of many things. But I do agree a degree of punishment needs to be meted out.

What about not allowing foreign based pak origin pedos. Those convicted must have their citizenship withdrawn and not allowed back in Pakistan

I am not sure that there should even come a point where these animals be allowed to roam free on streets unless they have been castrated. Castration is must before releasing these filth's in society. Personally i want any rapist to be hanged. Any child rapist needs to beaten to pulp before he is hanged. The biggest hurdle is our judiciary we need to revamp our judiciary to get prosecution rate up. Any normal person cant even think to pursue a case in higher courts unless he wants to go broke. Govt should provide public prosecutors for people who cant afford lawyers.

Just hang the mother fockers and then put their name in deceased sex offender database. Simple and cost effective.

Also castrate these animals before releasing them (if it comes down to this).

Pakistan must also be very careful who gets put on the list. A couple points to remember on who may get caught up:

1. Political opponents may be maligned.

2. In the US, you could piss in the side of a public park in the middle of the night and end up on a list now labelled a "sex offender" just because it was in a school zone or near a children's playground even though nobody's around.

3. In the US, a minor age difference involving consenting partners has gotten male teens convicted for "statutory rape" and permanently on the list just because one of the parents decided to pursue it as such and pressed charges.

You also need to consider whether this list will be publicly available to all, or just to employers. If its the former it can lead to witch hunts. In either case, there may be certain side effects.

In Islam the punishment for many sexual crimes is public lashes, so that there is just enough public shame and punishment to correct one's behavior but it doesn't involve ruining their entire life or giving them labels that are vague or they aren't actually guilty of.

One should also consider that if a person is a rapist in a legal system where rape has the death penalty. It may actually encourage them to murder their victim because then there is a better chance of getting away.

One should also be wary of false accusations which are rampant in the West nowadays, including people having "regret sex" where they claim they were raped after having consenting relations or one-night stands. Even if we look to the past, many innocent Black men were falsely accused by White women for crimes they did not do (i.e. Emmett Till, and Central Park Five, etc).


My personal recommendation is for it to SPECIFY the crime on the data profile:
- Rape (Solo)
- Rape (Group)
- Rape (X) with battery
- Rape (X) with manslaughter
- Sexual assault [and specify the amount of convictions it happened]

It should also specify the GENDER of the victim. That way employers will know who that person is most unsafe around.

As someone mentioned Landlords could use it to do background checks. Also employers could use it to do background checks. It should be legislated that these checks need to be done for jobs which involve working with children or with women.

I know it has benefits but i was debating its effectiveness in Pakistan. There is little to no implementation of laws in our country so how will they implement this in a care free country like Pakistan. I was reading yesterday that only 6% of the rape related cases get prosecuted in Pakistan rest go scot free. I am fully aware of its benefits but i doubt it will have any effect in Pakistan. Govt needs to introduce public prosecutor for rape and murder cases at least so that people who cant afford lawyers can at least fight their case in courts. Personally i would rather see a sex offender hanged rather than allowing him to roam free.
