Indians need to understand one thing. Even if China build chip factories in India. India still cannot steal Chinese technology.

You cannot build a FAB in any other country or even your own without the Western licences for the IP and the Litho machines.
China has NEVER built a fab outside of China and never can unless it receives licence approval from the West.

Chinese companies may also offshore basic but time consuming tasks.

This is perfectly doable for Pakistan at the moment with some effort. Anything above this would of course require a lot more investment & focus.

@waz @GreatHanWarrior - yes what I wrote is not directly connected to China setting up chip foundry in Pakistan but it is worth pointing out what has happened in the recent past when China helped set up stuff in Pakistan. And @GreatHanWarrior , you are the one that brought up Chinese company setting up in India.
