The PTI government, even before officially being sworn in has been scrambling to find a way to avoid having to go to the IMF. The terms of an IMF bailout would make their social welfare programs harder as funding would be diverted per the IMF's plan to reform the economy. Pakistan didn't get enough loans from other institutions, and people didn't suddenly start paying their taxes, so the government has to show some kind of forward motion. People love to judge the PTI government by the 100 day scorecard, but the politics and selfishness in the culture has forced the PTI to seek an IMF bailout.
2-3 year IMF program will definitely hurt the short-sighted notions of the populace, who want free social services and quick economic growth for next to nothing. Hopefully, the PTI will use the IMF bailout to finally reform the economic landscape and invite investors by their last 2 years.
