There's something wrong here, as per the laws of the common trading bloc nations can only collectively conduct trade talks as part of the EU.

If you review the profile of the 3 named companies, these are Investment and Export focused.

EU countries can individually invest in, seek investments from and export to other countries without EU level trade agreements in place. I believe the restrictions are on imports where EU wide agreements are required and this MOU does not seem to be for Pakistani produce being imported by Belgium.

Yes that explains it. But the thing is the agreement already comes under the favoured status for Pakistan (GSP) which the UK helped arrange i.e. zero tariffs on many products, reduced greatly on others.
