it produces just 1.1 million tons per annum.....this is small in the integrated steel mill world.

You have to be producing at least several million tons per annum to be at the minimum efficient scale. That is why there is so much talk every now and then for upgrading the mill to increase it's capacity several times. The technology in PSM is from the 60s and now needs to be upgraded as well.
