To stop smuggling and terrorism Pakistan have started work on fencing afghan border. First stage includes sealing 1300km border with afghanistan at FATA and KPK.

Anything that happens in Pakistani? You appear to be a typical dumb Indian. Terrorists proudly issued statements and released photos and video messages of the bombers after several terrorist attacks in Pakistan. In most of the cases, especially recent ones, the bombers turned out to be Afghan nationals. May be you can check with their Indian/Afghani handlers.

If the budget for it is coming out of armed forces share then I think some modernization programs will suffer.
