You are correct, looks like Tugboats will be for civilian use then...civilian tugboat size and capacities are measured in Bollard Pull (BP) measurement, the three built in Bangladesh by one of our private shipyards for Chittagong Port usage starting in 2005 have 60 ton Bollard Pull capacity.
I did not immediately see the equivalent BP for these Pakistani craft. But bringing in SanMar was a wonderful achievement and will upgrade the yard practices for sure.
