Regarding the second point.... increase your defense budget AS MUCH AS YOU can. Your economy is already in shambles.... Divert all your last penny into defense, Still you CANNOT match Indian defense budget and the gap will widen as years pass by and you will speed 100% of budget into Defense one day.
