Equating literacy and saying democracy survives on it, is dumb. So are we to assume that rural folk who are not educated are dumb? Democracy is purely for making a person's choice known. So does the report assume that because a person did not go to school he cannot determine what is good for the future of his country/children? Completely baseless assumption.
People need to benefit from the concept of democracy, then they will believe in the same. This will happen, not because people are literate, it will happen when nobody challenges the Constitution or tries to over-ride it. When the power of the constitution is made supreme, democracy will take root.
Now where is education important? Education is important for people to have a vision. Because without a vision, democracy is hollow.
