ISLAMABAD: Pakistan on Wednesday formally denied an Indian claim that its troops killed two Indian soldiers in a cross-border attack that has raised tensions between the two nuclear tipped south asian countries, a military official said.
It was the first official reaction from Pakistan after India summoned Islamabads envoy to New Delhi to protest at the killing of the two soldiers, one of whom was reportedly beheaded.
The Indian army says the soldiers died after a fire fight erupted in disputed Kashmir around noon Tuesday as a patrol moving in fog discovered Pakistani troops about 500 metres inside Indian territory.
But the Pakistani senior official said Pakistans director general of military operations had spoken to his Indian counterpart by telephone to deny that his troops were responsible.
Pakistan rejected Indian army allegations of cross LoC (Line of Control) firing by Pakistani troops and killing any Indian soldier, the official said in a statement.
Indian authorities were informed that Pakistan has carried out ground verification and checked and found nothing of this sort happened as being alleged by India, the official added.
He accused India of propaganda to divert attention from a raid on Sunday, when Islamabad said one Pakistani soldier was killed by Indian troops who raided a Pakistani post.
Foreign Minister Hina Rabbani Khar too summarily rejected Indias claim.
The Foreign Minister while talking to Indian news channel said that the Pakistan government is appalled at the suggestion that Pakistan troops were involved in the incident and stressed that her country respects the ceasefire that is in force since 2003.
The government has already given its response. We are appalled at some of the statements coming from India, she told the news channel, adding that the matter has left her a bit saddened.
We want to respect the ceasefire of 2003; this is absolutely unacceptable for such allegations to be made. We have investigated the matter and we are sure that such an incident did not take place, she added.
The Foreign Minister said, We need to grow up and think. It is not Pakistans policy to do so (kill Indian soldiers on LoC) and that did not happen.
She further said that Pakistan is open to any third party investigation into the matter.
She said, We are so sure of this that we can go and ask a third party to do an investigation. UN observers can come in and probe the entire matter.

LoC ceasefire violations: Pakistan conveys concerns to Western envoys

As tension continues to escalate between the two nuclear armed neighbours, Pakistan on Friday conveyed its concerns to Western diplomats, including the US, over continuous ceasefire violations along the Line of Control (LoC) by Indian troops, besides lodging a strong protest with Indian High Commissioner, summoning him to the Foreign Office.
Foreign Secretary Jalil Abbas Jilani briefed foreign diplomats mostly from the European countries about the series of unfortunate incidents taking place on the LoC for the last few days. A separate meeting also took place between US Ambassador Richard Olson and Foreign Secretary Jilani in which ceasefire violations also came under discussion.
Later, briefing media persons, Jilani said that he discussed with the envoys the situation arising out of ceasefire violations along the LoC by Indian troops and hoped that the diplomats will play positive role in de-escalating the current state of violations on the LoC.
He said that the diplomats expressed concern over rising tension and wanted peaceful relations between Pakistan and India. He told media persons that Pakistani defence authorities have already briefed the UN Military Observers Group about these violations, which he described as unfortunate.
He said Pakistan has already offered UN probe, saying that the group is the only neutral mechanism available to both countries to come out with truth. However, he added that India has rejected the offer to hold the probe through any third party. When asked whether Pakistan will take up the matter with UN Security Council, he said that Pakistan will consider all options in hand.
To another question about his meeting with US Ambassador Richard Olson, the foreign secretary said besides mutual ties, they also discussed the LoC situation, adding that the US was equally concerned about tension on the LoC. "The US would like this tension to be defused for the sake of peace in the region," he said.
He termed the repeated violations of LoC by Indian troops and killing of Pakistani soldiers unfortunate particularly because the two countries invested heavily in recent months in building peace and stability not only between them but in the region. Pakistan took a number of steps to improve relations with India, he said, adding that such incidents not only vitiate atmosphere but also cast a shadow of doubt over the peace process.
On the summoning of Indian High Commissioner Sharat Sabharwal to the Foreign Office, Jilani said that similar concerns had been conveyed to the Indian High Commissioner and expressed the hope that such violate would not recur. He said Pakistan wanted to have friendly and co-operative relations with all neighbours including India. "We expect the Indian government to ensure that the sanctity of the LoC is maintained at all costs," he said.
Similarly, a statement of the Foreign Office said that Jilani summoned the High Commissioner to the Foreign Office and lodged a strong protest on the repeated, unacceptable and unprovoked attacks on Pakistani soldiers by the Indian army. On January 10, 2013 at 1450 hrs, Indian troops shot and martyred a Pakistani soldier at Hot Spring on the Line of Control (LoC).
The Foreign Secretary asked the Indian government to thoroughly investigate the repeated violations of the ceasefire along the LoC by Indian troops and also take necessary steps to ensure their non-recurrence. He reiterated Pakistan's offer to hold an independent inquiry into the recent incidents of ceasefire violations through the United Nations Military Observers Group for India and Pakistan (UNMOGIP).
The Foreign Secretary reminded the government of India of its commitment to fully implement the ceasefire along the Line of Control and strongly urged the latter to abide by and respect the ceasefire along the LoC, which is an important CBM that has worked well since 2003.
"It was also emphasised that such unprovoked attacks were against the spirit of the ongoing peace process. These attacks not only vitiate the atmosphere but also create unnecessary and avoidable distractions in our efforts towards the peace process. Pakistan has pursued with seriousness the dialogue with India and has taken significant steps to create a peaceful environment," it added.
Pakistan reiterates its commitment to a peaceful resolution of all outstanding issues through a sustained and result-oriented dialogue process with India, it said. During the media briefing Foreign Secretary also referred to the propaganda campaign launched by Indian media that one of the two Indian soldiers reportedly killed was beheaded and body of the other mutilated, saying that even spokesman of the Indian army has rejected such reports.
To another query, he said democracy is very well established in Pakistan with all democratic institutions working and there should be no cause of concern that incidents on the LoC would affect the democratic process. He said the international community is deeply appreciative of the democratic transition that will soon take place and also steps taken by the government to strengthen democracy in the country.
About granting the most favoured nation (MFN) status to India, Jilani also rejected news reports in which he was quoted out of context, saying that he had stated that certain stakeholders especially, agricultural lobby have some concerns over the grant of MFN status to India. He said that the federal cabinet has already approved normalisation of trade relations with India.
He, however, expressed the optimism that the concerns raised by some stakeholders would be addressed by Ministry of Commerce, which he said was the appropriate forum. He also rejected the impression that Pakistan army was also among the stakeholders that have expressed reservations over the grant of MFN status to India.

You would be happy to know then that IA has conducted raids even 1 km across border in Pakistan - killed many Jehadis trying to cross over in Pakistan itself. That was when Pakistan started shifting the camps away from the border.
Both IA and PA can enter each other's territory - its about having the will and the political authorization to do it, not about capability - both have exactly the same capability at the border.
