no, you are mixing population growth rate to fertility rate. Population growth rate of 1.5 is still pretty healthy..its fertility rate that if go down below 2, then there is a problem.

Our population wont ever be 50% of yours, at the current stats that means 600 million.
Pakistan's population shouldn't really exceed 200 million and if it does the trend wont continue, development and progress almost always levels growth rates.
