China offers Radars that would be fully capable of ABM with HQ-9BE systems, the same radars they use for HQ-19 (not confirmed, but assumed, given they’ve been seen in Chinese service and their role is known).
So yes, HQ-9BE can provide a moderate level of ABM capability, however the limiting factor currently is it’s missiles, if they are to develop dedicated missiles for it, it could be a rather potent entry level system for this. However it’s Main roles remain otherwise as I don’t see China developing those missiles for it, given they have HQ-19. HQ-9C, when it comes, will mostly be an upgrade in regards to its existing capabilities.
