Never heard 500 tonnish ship as fleet flagship. The flagship on those days were one of the frigates. It was kind of ship that's not really supposed to take VIPs - Gun boat type ship. That's why it was surprising and disappointment at the same time as was expecting missiles upgrade from the news title.

But doesn't matter much. Its no big deal.

KSE&W Can definitely build this. But its already working on other projects like submarines and two of the Babur corvettes.

Pakistan badly need more shipyards. If pakistan has to build and support large navy then more shipyards is critical.

A flagship is any vessel with a Flag officer (an Admiral or a Commodore/Captain commanding a squadron). Not necessarily the ;argest and best vessel.
Missile and Patrol Boat squadrons also need to have at sea commanders.

Funny that the army can only extend their danda to civilians while vast swathes of the country are out of their reach and they have to resort to buying ferries to transport personnel.
