It certainly seems that from what the Admiral said. Can anyone confirm this?
And have we finalized any armament package for the first two?

There are two possibilities:
1: PN is exercising option of two more OPVs from Damen. This means two more vessels in somewhat same configuration as Yarmook class will become part of PN in near future.
2: These 4X OPVs are new and will be procured from a different vendor. These OPVs will be different than those we acquired earlier. This suggests that number of OPVs type Corvettes in PN will reach six.
Both possibilities are feasible. There were some issues of mediocre level with Yarmook class. If those issues have been ratified than I'll go with first option. Otherwise second option make more sense.
