Pakistan Navy could easily blockade the Strait of Hormuz, and the PAF can focus its entire air force to sink the rust bucket Indian Navy as it sails towards the Strait.

Why would there be no contest? Indian Navy will be entering PAF controlled airspace with no defence against CM-400AKG missiles. The only option left will be to use carriers, but we all know the IN carriers have hardly ever left the port.

Indian Navy would be incapable of shooting down CM-400AKG even with Barak-8!!

Also third important factor is guarding your own shores! India will be having the storage for 90 days, Let us keep the worst case scenario... India has the stock for 45 days! Till 45 days, India need not worry about the blockades.... How will Pakistan face the Indian navy for the first 45 days!

Pakistani waters will be supported by Aircraft from Pakistani Land Airbases. Whereas India will have to use carriers. A land based Airbase beats a carrier anyday.
Indian submarines will be the biggest problem. Pakistani P-3C Orions will not have to fly to distant areas to ensure that no enemy submarine activity is taking place in contested waters. Still there will be no guarantee that no submarine sneaks by. Even if they do sneak in, they will have to operate in a very hostile area against overwhelming odds.

First we don't need one we just need to develop a Navy with 16 Frigates and Corvettes and 4 to 6 Destroyers along with 14 Submarines enough to take on India

Let us assume what you said is genuine for moment! If Pakistan's land based airbase is fighting the Indian Carrier fighters, Who will guard Pakistani air cover from invasion from east? Does PAF have numerical advantage, I don't think so! For your favor, Let us assume PAF technological advantage.... But I sincerely doubt that it will offset Indian numerical advantage!
