there is a difference, hindus are majority and generally take ownership of their govt, simply because they think democracy works for them.
Muslims in India are generally suspicious of govt intention, as they fear (and it might be true to some extent) its a tyranny of majority. Hence it takes time to bring them on board.
Rich or educated muslims know what do do, even though they dont trust govt as much. Thats because they are better informed.
I never saw an iman in ad, why could not DD run an ad with Imam taking some kids for vaccination. He does not have to go to fatwa issue stage, because that will be wrong.
Muslims in Pakistan are a majority too, an absolute near 100% majority unlike in India. You are offering superficial excuses that should not work in case of Pakistan. Let me spell it out to you, the root cause is religious glasses steeped in victimhood mentality and given to conspiracy theories and taking orders from an illiterate fellow at the nearby mosque. You are talking like those folk who keep telling how much muslims suffer in riots without explaining why so many riots start friday afternoons!
Use google to find how much effort was put into getting religious clergy on board, all that cost a fcking decade. Do you realise th ecost of such time and effort in terms of development?
