Well, it's a really old news. What's the big deal in that?? We are also an associate member now. :o:

ISLAMABAD - The Former Minister for science and technology. Atta-Ur-Rehman said that Pakistan has left India behind in the field of Research and now stands beside China in progress towards research technology Dr. Atta revealed the fact during the international conference on “Endorsing Health Science Research” held at Dr. Abdul Qadeer Khan Auditorium, Ojha Campus of the Dow University of Health Sciences (DUHS).

I'm sorry that's not correct. India has made leaps in research and has churned out industries as a result. He shouldn't make claims like this.
Look at the ranking for research papers;

https://www.scimagojr.com/countryrank.php

India at number 9, Pakistan at 46.
He is smoking some good stuff

.
He said that the budget allocated for research and technology has been raised from 1 million rupees to 20 million rupees.

20 million PKR. About 138,000 USD.

How does that figure compare to China, India, or even much smaller competitors in the field?

. . . .
That makes more sense, thanks. $138 million.
It was raised during Musharraf's time when Dr Atta ur Rehman was appointed chairman HEC and also given other portfolios. At that time inflation was low and USD was below Rs 70

.
This might be a domain-specific reality, or context of this statement is unclear due to poor reporting standards of news outlets. This is definitely not the case when R&D base of both countries is evaluated on the whole and compared accordingly.

Well the article states Healthcare Research as the focus. I doubt Pakistan has surpassed India in Healthcare research domain as a whole.
Might be certain areas within Healthcare possibly.
Either way, more clarity on this matter would have been appreciated by the news outlet.

So is Dr Atta is giving figures from a long time ago? What are the current figures?

.
Furthermore, the newspaper has not reported it in a proper way since these are not scientific people but I'm 100% sure if Dr. Atta has said, he would have the data and every reason to say so ... because it is his name & reputation and not some anonymous person with an imaginary ID on a social forum.

...from the horse mouth, there cannot be much industrial base without the prerequisite R&D...Check NESCOM pak for instance.

Pakistan defence industrial base better than India: Army vice chief

A top Army general on Tuesday said Pakistan has a better military industrial base and exports more defence equipment than India, as he came down heavily on ordnance factories which manufacture weapons for the forces. Lt. Gen. Sarath Chand, Vice Chief of Army Staff (VCOAS), said the ordnance factories have not been able to keep pace with changing technology while “there is no competition whatsoever” and it is “an unsuccessful method of supporting our defence requirements”.

Not sure but PPP's govt reduced the budget ...However for those 7 years, Pakistan spent a lot and trained many scientists who are producing quality research

So the claim being made in the title may not be correct?

Exactly, the reporting is not great or even the most accurate but since his name has been mentioned so I'm sure the news is genuine but reporting has a lot of mistakes..

So the claim being made in the title may not be correct?
Title is as per the original news.

I am not referring to a change in the title, but the claim being made in it not necessarily being true, which would be disappointing.
