Yeah well, I don't see how we're to blame. I'm not saying all Pakistanis in Pakistan are to blame for us leaving but if they don't change the affairs of Pakistan then us overseas folks can't be blamed for not returning.

Corruption, nepotism, lack of secuirty and general extremist ideals are already enough reasons for very few but the completely dedicated or completely helpless not to want to leave Pakistan.

Yes unfortunately this is the case as well in many other countries.

My relatives migrated from Bangladesh to the US in the mid-late 70's exactly because of the first two reasons.

The point is non-Western countries will suffer in their intellectual pursuits until the reasons you pointed out are addressed and rectified.

Where and how to start though is the real question.

ISLAMABAD - Pakistan is exploring developing the country’s very own DARPA-like agency. The Defense Advanced Research Projects Agency (DARPA) is a United States agency that develops the latest technologies for the military.

Pakistani DARPA agency will work on somewhat the same principle by sharing the Defence Research and Development (R&D) budget with the civilian sector to develop top-notch tech.

In this regard, the Central Development Working Party (CDWP) has been holding meetings with several stakeholders for a year now. In its latest meeting, CDWP announced to launch a project at a small scale to analyse the feasibility of DARPA-like institution in Pakistan.

The aim behind this initiative is to exploit new opportunities by staying within the budget. Under this program, the defence R&D budget will be invested smartly in technologies that will benefit both the military and the civilian sector. The military will work with third parties and civilian startups to promote and support advanced technologies by the right investment.

CDWP approved a small project to carry out the feasibility to create a DARPA-like entity in Pakistan. The feasibility takes a practical approach to identifying 8-10 pieces of dual-use technologies developed through defence R&D and create investable propositions for private sector/industrialists to consider investing in.

This practical approach towards identifying 8-10 pieces of dual-use technologies will help identify improvements in the whole system as well. More variables will be taken into consideration after checking the progress of this initial initiative so Defense Procurement Budget process could be modified for more civilian involvement.

What they need to do is privatize HIT and POF and Kamra and Shipyard and than see the results

lol, that might be possible but only if Muslims as a whole become unwanted anywhere, not specifically Pakistanis. Until then, I'm going to enjoy my time elsewhere and try to make something of myself.

Most of the people think that the skilled professionals especially working in the govt organisations leave the country for the sake of money but it is not the full truth rather that's not even the principal reason. Most of them serve for years and see themselves being superseded by incapable colleagues and even juniors whose only qualification is relations with some big guns. They get foreign trips, courses, fast promotions and influential positions while the hard working and talented guys but with no connections or lacking the "special talent (i.e. Teacher's Care) Sir Ap ne bilkul theek kaha" mostly are forced to work hard on projects day and night only to find that laurels, favours and benefits are being showered on their incapable colleagues. That's a beyond the perseverance limit of many and they bid farewell as soon as it becomes feasible.

Where and how to start though is the real question.

Nescom does in house r&d DARPA funds other institutions for a specific project

But I guess for that they do not need a separate setup. It can be under the umbrella of NESCOM to avoid organisational overhead. BTW NESCOM does a lot of outsourcing as well and thus has played a crucial role in the vendor development. But still the core of R&D is performed in-house while some components and sometimes even subsystems are outsourced.
