Well because building coal plants gets no foreign funding
With LNG Plants you can easily get loans

Hence why we do opted for LNG

Thoar coal was discourage simply because PMLN wanted power plants in Punjab not Sindh near that..
The argument was lack of power supply line which would have cost 1b$ so we opted to spend 10s of billions in transport and expensive foreign coal

Hydro opportunities easily built as green funding is easy=60,000 mw
Solar= unlimited
Nuclear= unlimited as long as we debt finance it since China wants to offer
Coal= unlimited that coal

Nuclear would be ideal but it 5380 MW worth is being built in the UAE at a cost of $24.4 Billion, while the 2400 MW plant, also in the UAE is being built for $3.4 Billion.

We still need as many dams as possible, for not just electricity generation but also to control floods and expand arable land. Wing and solar and wind are ideal for places where extending the grid doesn’t make as much sense such as remote villages, or building micro-grids to be more resilient against natural disasters

If the Pakistani establishment wants to go for coal it should reach out to members of the US Congress where coal plant manufacturers are based, as well as American investors in cola power. Working with them to have an American plant build in Pakistan could have those senators and representatives lobby the Biden administration to back Pakistan’s vision.z

If TAPI and CASA-1000 are to being discussed there maybe more afoot then being written, and should be a good sign that Pakistan maybe about to become the conduit to Central Asia. Especially if this sidelines Russia and Iran and offers an alternative to China for Central Asian nations; the key domain need to make the land based BRI work, now that Russia is a Pariah and more countries are looking to make Iran more of a pariah. The first step towards this is Pakistan sending heavier weapons to Ukraine via third parties. Pakistan antagonizing Russia is not as much an issue as antagonizing the west. At worst Russia will end supplies of military equipment to Pakistan and Pakistan will have to re-equip its JF-17s with a Chinese engine.

This could be the long term strategic relationship Pakistan had been hoping for and could build with its those three sets of allies. A primary corridor of rail, oil/gas and electricity lines from Karachi to Peshawar to Uzbekistan. For Pakistan, a well negotiated deal could see India join the rail route via Lahore for connection to Central Asia to get India off the Iranian-Russian corridor, if in exchange it go key concessions from the Indians, the West, and the GCC. Pakistan would also have to extract key concessions from the Afghans and the Central Asians. Regional connectivity has the potential to speed up economic growth and Pakistan needs all the growth it can get to get out of the mess it has brought it self to in over 50 years of mismanagement.


Russia’s tough financial situation has seen it fall short in supporting its Central Asian partners and remittances have dropped significantly for Central Asian workers in Russia. This new arrangement could offer a life line not having to fully rely on pass by Russia and Iran when shipping via the Caspian. For, Pakistan it can extract stability and mining concessions from the Afghans in exchange for helping them get international recognition.

China for its part can also use this corridor to get to Pakistan. Something Pakistan won’t be ready to concede, but for China, many investors will lower the cost of their companies having to invest. Sure there will be more competition , but a richer central Asia will mean a large market for their goods.

Hydro isn't..but if you combined hydro with solar then it is...concept is well studied and best suited for the pakistan

I in no way say we should not focus on the dams. They have to be build for a number of reasons. I am the biggest advocate for the Pakistan flood control system because water management is a life and death matter. We also need to build out the dam network over the next 25 years so can increase our farm land to the potential possible (+55% land can be increased) while our population is set to increase 55% in those same 25 years.

Solar is best in Pakistan in parts of Baluchistan, which is great considering how sparsely populated it is. The ideal corridor is basically along the M-8 corridor. We can set up large solar plants there and link up the grid to them as well as set them up in towns in the Baluchistan.

For Wind, it is also most in Baluchistan with areas in the Thar desert also ideal.

For hydro, we can build pumped hydro dams, so that when energy is in lower demand, excess energy can be used to pump water back up into a higher dam and released when electricity demand spikes.

We already use the concept..we go up and down on our hydro production during peak and off peak hours

Pump hydro can easily be setup at brotha and tarbela ghazi ..WB even offered around 100mw lake top solar project which probably is stuck under file awaiting kick backs

So, in the evening when demand is spiking solar isn’t any help, and when it’s off season, we can get enough electricity from hydro. More dams will allow us to store more and release throughout the year, but it doesn’t give the flexibility of nuclear or fossil fuel based base load power generation.

Pakistans option for setting up a NPP are limited.
Chashma has already 4 plants producing around 1400 watts. After K2 and K3, Pakistan needs to work on another NPP of 1100 Watts capacity in a coastal area. Either

Both of the above areas have low energy consumption but can cater to the national grid (thatta is already connected to national grid). In case of gawader/Pasni, the power can also be transported across the coastal belt and the areas served by Iran. It will also help improve the security situation and the resultant infrastructure in Pasni and gawader has an added advantage in the longer run too.
For Hydro, Mini and Small dams in Balochistan and potohar (miniscule power but high on agriculture usage and flood protection) and northern areas (run of river and dams; mainly energy) should be prioritised. Tarbela and Mangla should be desilted. This can increase generation capacity and improve tbe water storage capacity. The problem is the cost. I read a few months back, as per a few foreign firms, desilting Tarbela is going to cost close to a billion usd. But I am sure this can be done cheaper by FWO or Descon. With the new dams coming up on Jehlum and indus, desilting tarbela and Mangla makes more sense than ever before. The only two big dams after the ongoing three big ones being made should be Katzarah/Skardu and Chiniott. The potential of both is immense but skardu or katzarah is located in an area prone to seismic activity.
For coal, the best bet would be to work on the 2 existing coal power plants and use a mixture of local + imported coal. The same way local coal should be used in cement industries. Coal gasification etc is too distant a dream to bank upon.
Other than the above, there needs to be an urgent investment in the transmission network. A high voltage direct line from Bhasha + dasu to mid country (e.g. Faisalavad/Multan; over 600km) should increase energy security and energy distribution.
The above is a longggg term plan and other than the ongoing projects, only mixing local coal with imported coal and the transmission network is an area tht requires urgent attention.

My 2 cents
De-silting is definitely a need, and probably the cheapest way to increase the capacity of the dams and increase electricity generation potential.

We should find a way to make a useful product from the silt to make the de-silting process sustainable/self funding .

Its been said in 1 article that kala bagh dam can generate enough electricity for karachi type big city.
