Easy there - The frustration is not because ISI is successful, but that the CIA is a net failure there.
And as usual, since Americans are "exceptional", their failure is somebody else's fault.
However; there is another dynamic here (see "Trilateral Alliance" in the Strategic Board)
The US now realizes that this enterprise is in danger of collapse and it realizes that without Pakistan it is most definitely in danger of collapse sooner rather than later -- it seeks to coerse Pakistani compliance -- stuff such as Baitullah Masood, Border tension, the killing of Pakistani soldiers in a artillery/bomb barrage, now this favour to their partners -- all these are pin pricks - The U.S know that if Pakistanis get serious, the first thing they will do is stop fuel supplies, then it's goodbye to the supply train - then lets see how mouthy the Americans are prepared to be.
So, easy, take it easy - this game is for long distance runners, and that is a lonely enterprise -- You realize of course that long distance runners to it for the internal satisfation of job well done, not external praise.
