a soul comes to human form if she thinks some work is left to do....
it will prefer the state, religion and other factors most from where its work could be get easily done....

if a soul thinks no more work is left on earth....

the TAPASSYA is done to get this mukti, so that soul becomes free from the circle of die and rebirth
