Pakistan, India to exchange lists of nuclear installations

ISLAMABAD, Dec. 31 (Xinhua) -- Pakistan and India will exchange lists of their nuclear installations on Tuesday under a special agreement prohibiting them from attacking each other's nuclear facilities, officials said Monday.

The exchange will take place simultaneously in the Pakistani capital Islamabad and New Delhi, capital of India, the News Network International news agency reported.

The lists usually include civilian nuclear power plants and give the exact location of each, said the report.

The two countries agreed to exchange lists of nuclear installations under an agreement called "Article-II of the Agreement on Prohibition of Attacks Against Nuclear Installations and Facilities" between Pakistan and India on Dec. 31, 1988.

The first such exchange of lists took place on Jan. 1, 1992. According to the above-mentioned agreement, India and Pakistan have to inform each other on Jan. 1 every year of the nuclear installations and facilities to be covered by the agreement.

Even at the height of tension some three years ago, the two countries exchanged information on the nuclear installations.

So even if it prohibts india from attacking, still india can provide this information forward to anyone interested to do so. IMO its an unnecessarily move. Why in the hell suddenly when are facing political turmoil in the country a need has risen for such an exchange.

:) Icey even its about civilian nuclear power plants i dont see that any of the two countries would want to point exacat location of these but then its moden tech era so i guess they have no other option.

But idont think so this agreement can stop anyone from attacking the installtion.

and track record of India about following international agreements is not good either.

In the past things were different. I dont understand a need for it in such circumstances where there are actual threats to the nuclear installations. Even if it prohibts india, still it can be easily excessed by a third country.

And so can Pakistan hand it over to China!

So, it is not that Pakistan is alone disadvantaged!

However, it is time for all to shed paranoia and start removing the trust deficit!

India does not have any active threat to her nuclear programe, but we do and i'm just saying we need to me more carefull in this regard. As for information to be provided to china, china has no such ambitious as its very busy in progressing however the same cannot be said for US.


However, it is time for all to shed paranoia and start removing the trust deficit!

There is not paranoia, its a fact. As for removing the deficit, well for that we need to first develop an atmoshpere of trust which is not there by a long shot so talking about removing the deficit is far fletch.

Hi,

The site location is exchanged so that there is no accidental strike on the location during war---and not for the reason that a nuclear site will be targeted in a war untill and unless both the adversaries have gone nuclear ( youj cannot say later on that I didnot know it was there kind of thing ).

Some people either have a total lack of understanding or cannot comprehend what happens when a nuclear reactor is hit. A strike on an active nuclear reactor would be like a nuclear strike on that area---there will be fall out as well as a meltdown if there is a direct hit. And nobody wants to start a nuclear war by mistake.

When the israelis struck OSIRAK, they had a very narrow window of oppurtunity---the reactor was about to go active in a very short time---so to rephrase it---osirak was not an active reactor when it got targeted.

Where we are today,India will not exchange the information with a third party and niether will we. We already know where each others sites are---it is just a confidence building measure and gives us another reason to talk to each other and also show the world about our friendly or sort of friendly ineractins. It is a good thing to talk to each other regardless of what the reason is---you never know what good might come out of it---so never miss an oppurtunity to talk to your adversary.

Pssht...go on Google earth, you can see where civilian nuclear reactors are. This is not a big deal.

This is a big deal when USA is on one side India on the other.
Just look at all the negative press about pakistani nukes.
