Could be a reference to the security forces being trained to defend CPEC projects. Not sure if those forces will be part of the regular Army though. When answering questions if I am right Maj General Asif Ghafoor said that Pakistan is raising new troops. I think both Army and Para Military size is being increased.

We already have 500000 army reserves over 650000 regular activePakistan should have Territorial Army which is reserve military. So there can be ample manpower when needed.
