Its purely maths.....in 1984 we had our first nuke. From then onwards we had capacity to make 5 nukes per head per year according to Qadeer khan in his interview. The capacity increased since then because of khushab nuclear plants. From their we can make plutonium from nuclear waste. According to american we have the capacity to make 20 per year now. So do the maths...

14 years × 5= 70 nukes in 98...
14 years × 5= 70 + 70 = 140 nukes in 2012
4 years × 20 = 140 + 80 = 220 nukes in 2016
