still Pakistan debt to GDP ratio is not that high compare to other countries.

Pakistanis are fool and its their nature to abuse every govt that came to power.

Its people who are not willing to pay taxes. Nations never develop if citizen don't pay tax. Indirect taxation is not cure of anything.

And these people are primarily big industrialists, politicians, lawyers, prominent journalists, ministers and so forth.

Right from day one, the country was used and run to protect the feudalism, rich and affluent......so what was demonstrated to common man...eventually became culture (of corruption and tax evasion).

...and even if someone tries to controls, the influence of these corrupts let them go Scott free ... which further impacts the psyche of a common man and presents examples of how you can loot, plunder whole your life without caring about law and lawful agencies.
