IMO it would have been wiser after 1965 and 1971 to cede Kashmir to India but Z.A.B. begged India to let it remain an issue. Indians were happy to do so - it keeps Pakistanis confused and the continued violations of LoC by Pakistan (and later, assassination of pro-Independence elements by ISI-sponsored terrorists) keeps Pakistan in the role of villain as far as international opinion is concerned.
Hmm. Actually a lot of Indian Muslims look up to Pakistan.
