Pakistan has ability to manufacture Night Vision Equipments?

i am curious to know about following:

1. what is the difference between Thermal Imaging (TI), Imaging Infra Red (IIR) and Forward Looking Infra Red (FLIR).

2. Army Aviation has started using helmet mounted night vision goggles. what about PAF. Are they using NVGs in night flying.

A quick guide:

II (Image Intensifier): Intensify the available light (moon/starlight) like 50000-60000 times and aid in visibility.

TI: Seeks heat signature, picks it up and displays it on the eye piece.

IR: Picks up the infra red signature.

That's a very basic piece of info, i hope that helps.

But still Pakistan needs to work on R&D with EU countries on Sensors(Optics, Radar and Sonar); like:
SUPARCO, NESCOM, KRL-GIDS, PAC-Avionics Division, Navy-Electronics Division and Amry-Electronics Division needs to work on. Also we should also not to forget Japanese and Koreans too who are also very good at.

Does our boys use these equipment in close combats or else where against terrorist/talibans?
