Pakistan Govt focusing on modernising Pakistan Navy

There should be peacefull coexistence.

Seriously, PN can barely afford to replace the existing old hulls, let alone expand to 24 frigates and 10 submarines. This is balony, dreaming. Why does the navy need fighter wing (air force can't do antishipping, or what?)?
Sir we have to make it afford just look at the size of Indian Navy and its growing speed we have to manage the difference other wise it will disaster for us and now most Navies need Air Support

Don't just look at the size of the Indian Navy and its growth, look at the size of the Indian economy and it growth, which fuels its armed forces.

There is no point in competing with IN -- it would lead to an implosion and nothing more. PN should redefine its need keeping in view its min. obligations in veiw in times of war. For that, a mix of air and under-sea assets can play a pivotal role with FAC(M) acting as the last line of defence.

It is not a matter of competition as you rightly say. PN Doctrine should be clearly defined and closely matched to Pakistan's maritime needs during peace and war both, keeping in mind the resources available.

The size of the Indian Navy is dictated solely by intentions vis-a-vis Pakistan?!?
Could the rising naval might of China have 'some' impact?
Or, the dependence of the Indian economy on overseas trade?

If you let IN size determine PN size, you are being REACTIVE: disregarding Pakistan's naval needs in favor of matching (thus following) IN plans and doctrines.
