There is another chance to kick start it with Chinese help. The have impressive space program. They can provide you big leap in this field with relatively less money.
It has always been a mystery to me as to why Pakistan is not getting Chinese help for their space program. They have received all kinds of technology and help with their missile and nuke programs from them. But no assistance in space programs?

Perhaps Pakistan has given far less priority to their space program and concentrated more on their military programs because of their paranoia about India, due to which they have lost a golden opportunity to keep pace in the very lucrative space arena.

India's space program has achieved a lot, from education to remote sensing, data acquisition, coastal management, cartography, Hyperspectral Enhanced Reconnaissance, weather, communications, Geographical Information Systems, etc to Moon and Mars probes. India is also in the lucrative business of launching satellites of other countries for a hefty fee (But far more cost effective than European and American launch platforms).
