We need to have EW and cyber warfare as good if not best when compared to India....

I have said this before too, especially in light of the GCHQ hacking Pakistani communication lines, including "secure" ones, using routers and such. Of course the NSA/Mossad/Aman also continue to snoop on us --- with decent results, I'm assuming.

China, Israel, the US, the UK and Russia are the current leaders in EW, cryptography and cyber warfare.

We need a massive black budget dedicated to this, the enrollment of our top CS/IT/math minds and the involvement of China if we want a world-class EW capability, including electronic counter-measures against foreign snooping.

It is clear that Pakistanb needs modern EW systems and I am pretty sure they are getteng some tech from China, Turkey (pushing to get it from Russia) and trying to develop indegenious products but this is really expensive and time consuming process. Futhermore, not all countries are willing to send this systems to Pakistan.
