New Politicians should have to start at the local level,

Any person can contest national and provincial assembly election and every MNA is a potential PM. How would you stop MNAs of ppp from voting for them. An independent MNA can also become PM.

That will have to change. Only politicians that have cleared the lower levels will be allowed to run at a higher level. Similar to the Chinese system of meritocratic advancement based on good administration. People elected at the lower level would be given training to help them do the job effectively, and when the next level opens up for election, people can judge based on results, and pick from amongst the people looking to move up. There will have to be at least 3-4 tiers, with 5 year terms, so that politicians can't just leap frog without having proven themselves.

While I don't support a one party system, we do need some kind of way for politicians to prove themselves before being allowed to run for higher office.

If that is not possible within our parliamentary system, then as long as the person is not disqualified under the anti-corruption provisions, they should be allowed to run for whatever seat, and if the people vote for them, then so be it.

the real matter of concern is that we lost alot of money in anti corruption proceedings in last 3 yrs and public have become poor but result is negative,it would be much better if our establishment not carried out this fake drama which wasted nation wealth and time

This is a perception index, and though such indexes aren't exactly accurate, they do give a certain idea of what's going in. They tend to use government data, and surveys to make their report.

In this case, it's people who're misrepresenting the report (or even the article), because they didn't actually read it.

People are literally making assumptions based on the article's title.
