If somebody took the step to even repatriate whole of Pakistan to India, it would have been a blessing in disguise at least for Pakistani citizens. What's the use of your strong army, apart from selling what have they done. You sold you country to America, Saudi, Afghanistan, Middle East & everybody has ditched you. Dear, he was the main handler of saboteurs in the area where he was caught.
In my opinion the one who plan terrorism and sabotage activities thru a ring of pawns is a main culprit.
While one who points and provides, activities/information/plans of military and important civil installation to enemy country is considered as spy. Spy never involves in terrorism activities like planning blasts/killing of people.
May be your opinion differs from me, further it is up to you, how you are interpreting the present situation remaining above religion and nationalism
