Pakistan Defence budget in last 5 years seen declining

Industries are production houses, where design development mainly needs talented man power and Pakistan have it in abundance.
For example, Japan and Switzerland does not produce everything they design & develop.
design development does not need huge industrial infrastructure, where as to setup production units huge investments are required to build the infrastructure.

JF-17 has been developed but it is not game over because now start its production, which will be next challenge for the responsible.
Whereas I have been noticing india has always copied Pakistan.
I will not go into the product by product logic but let’s see what changes you make in HAL-Teja to make it a practical LCA.

You need a atleast an industry to speak off before you start designing these products so that your able to test them, incorporate changes and even a small one would do, but you do need it.

And as regards to scientists and aeronautical engineers-you know as well as I, the number and quality of such people Pakistan produces. I have mentioned before, there maybe numerous talented individuals, but they are just that-individuals who are talented. Pakistan's institutions cant take credit for them.

Thirdly, as of now, Pakistan is learning to assemble them. The first step, build from CBU to SKD's to CKD's. Then comes the stage of manufacturing from raw materials. As of now, your ACM also said in an interview that Pakistan is learning to build these.

Not a very good point, if it can be called a 'point' at all. I'm afraid both the number and 'quality' of such engineers that Pakistan produces is indeed lost upon you. Secondly in trying to imply that Pakistan does not effectively utilize the talent produced by our narrow higher education pool, you're even more off the mark. Pakistan does do a strikingly good job in that regard, no doubt Pakistan’s success in domestic defense projects and exports vice versa your own ‘advanced’ India will attest to that.

P.S. Talented individuals who work in and help with Pakistan's technical military endeavors...but Pakistan's institutions can't take credit for this??? What BS?

I do not imply that. I am not talking about utilization of the professional workforce. I imply that in regards to other countries, Pakistan does not produce as a standard a very high quality of engineers. This is because Pakistan does not spend on its education. The number of universities, then the funding at those universities, finally the cream of Pakistani Universities are not high up on the Global List of Technical universities.

It implies that there are some naturally gifted or talented people, who become first class scientists and engineers. These people would go on to become gold class in their respective fields irrespective of whether the University or College they studied in. It doesnt matter if the College or University as a whole produces highly talented scientists or engineers. These univ's or college's are average, its some of the people who still go on to international eminence.

Declining How.

Surely Pakistan spends more now in $$$ then it did in 2003.

Are you referring to % on defense of GDP. ???
