It is not about being passive but being smart. Nowadays if you can beat someone in optics on international stage then that will have more impact than just hanging someone. Our strategic planners know how to wage this war that is why we paraded kulbhushan issue in ICJ otherwise we had already given access to him when his family wanted to meet him. Btw people revere Ghandi and Jinnah not bcz they hanged people in streets but how they made people speechless by mere words. Ghandi was a cunning and intelligent person he knew how to manipulate a situation to his advantage. Lets just say if he was alive and in place of Modi then he would have ripped Pakistan a new one without even lifting a finger rather than being an embarrassment like Modi.

Yes and as per the same law KJ isn't free...still in Pakistan ...to be reviewed by Pakistani judges for a trial in Pakistan. ...

India shouldn't complain anymore that Pakistan didn't fulfill all the requirements or didn't follow the law. As a committed & responsible nation, unlike adversaries, Pakistan will follow the legal procedure and KJ will be provided consular access under Vienna Article while review will be done by way of Pakistan choosing under domestic law.

KJ's case is more than proven & a done deal for his crimes hence, Pakistan will not provide any chance to India to propagate & manipulate. India went to ICJ for the similar reason that Pakistan will deny or at-least having NS in office, will help to weaken the case but failed. Then India expected that Pakistan will reject ICJ ruling, though we can as per bilateral agreement, but again, India failed in same design.

Pakistan does all that because, KJ is not going anywhere and there is lot more to shock India by disclosing further evidence to the world as the trial goes public. Currently, India is only praying to get rid of KJ by any means while we will make sure that he lives bit more so that the world may know more about India.
