First of all, Pakistan has always said that these militants do not receive any sort of aid from Pakistan, which means that Pakistan disowned them a long time ago. It's only Indian accusations that claimed otherwise.
This is not an apology, it is simply playing diplomacy. Pakistan can and will continue to morally support the aspirations of the Kashmiri people, this is just to preempt Indian accusations that the militants were supported by Pakistan. Manmohan Singh needs an excuse to push off the pressure from the Indian opposition that's saying he should not talk to Pakistan. Meanwhile, Nawaz Sharif is trying to build a better relationship with India, so the civilian government can finally wrestle Pakistan's foreign agenda out of the military's control and build a stronger economy.
Again, this isn't an apology, it's simply diplomatic maneuvering.
