ISLAMABAD (PTI): Pakistan on Tuesday expressed concern at nuclear and defence agreements signed by India and Russia, saying the accords will create instability in the region.

Foreign Office spokesman Abdul Basit described the agreements as "dangerous" for the region and said they would lead to a regional imbalance.

"Pakistan is not oblivious of its defence," Basit told the media when he was asked about Islamabad's response to the pacts.

Following talks between Prime Minister Manmohan Singh and Russian President Dmitry Medvedev in New Delhi on Tuesday, a deal for the design of advanced fifth generation fighter aircraft (FGFA) at an estimated cost of USD 295 million is among 30 pacts inked by India and Russia in several key areas such as defence and civil nuclear sector to impart new impetus to their "special and privileged" ties.

The two leaders also discussed construction of additional Russian designed nuclear reactors at Kudankulam, where two units are ready to be commissioned. While first unit will be commissioned by end of this month or early next month, the second unit will be commissioned by next year-end.

Medvedev also supported India as a "deserving and strong candidate" for a permanent seat in the UN Security Council as and when a decision for its expansion is taken.

Basit said Pakistan has always supported reforms in the UN and efforts by India to get a permanent seat in the Security Council will affect these reforms.

Pakistan is aware that the move by some countries to get permanent seats in the UN Security Council is hindering reforms, he said.

There are many countries which support Pakistan's stand that the UN Security Council should function in a democratic and transparent manner, he said.

Pakistan will pursue its stand and wants the dialogue process on UN reforms to be transparent so as to make the world body more active, he added.

NOTHING WRONG with that indian also expresses "concern" with pakistan buying 18 F-16s india actually goes ahead and says it "destabilizes the region"!!

i would say good job from pakistani Foreign Office finally they did something rather than stay mum about the whole issue.
 
why Pakistan is 'concerned' over Indo-Russia nuclear, defence deals?:blink:they also have defense and nuclear deals with china. we have every right to have defense and nuclear deals with Russia.:)

Its probably payback for the number of times india has expressed its "concern" on every move Pakistan makes

What sort of balance is he fantasizing?? There has always been an obvious imbalance in Indias favour, in civilian nuclear tech since decades.

i think indian army is pushing for 'one nuclear plant for evey bharti:lol:' program, forgodsake man, less defence budget ensures more staisfies more hungry bharatis..., you are importing nuclear plants like it grows on trees and india is desparate to buy every inch of them from world over..

Basically when India expresses concern about nuclear trade without even NSG clearance then it is called 'whining', 'crying' etc.

But when Pakistan does the same then its called 'Good Job','expressing concern' etc.

Pakistan’s Nuclear Policy

Pakistan's nuclear capability is solely for the purpose of deterrence of aggression and defence of sovereignty. Pakistan also reserves the right to use nuclear weapons in response to non-strategic attacks by India as a 'last resort.

Pakistan nuclear doctrine:“no first use” on the pretext that it has developed its programme against a nuclear state which is also superior in conventional weaponry.

Pakistan has also not ratified CTBT and is a non signatory of NPT. The world has been pressing Pakistan to ratify CTBT and sign the NPT, but Pakistan has not done it so far. Pakistan has been repeating that it will not sign the NPT until India does the same and even after India signs it, Pakistan will sign it on the condition that it will be given the same status and facilities that have been given to India and other recognised nuclear weapon states.

Pakistan has always been against nuclear weapons and its pursuance of nuclear programme was out of the need of maintaining strategic balance in the region while India has always been seeking a strategic lead in the region. Pakistan is aware of the fact that it is impossible to achieve strategic balance in the region with conventional weapons. Pakistan's nuclear doctrine commits to the people of Pakistan to maintain a strategic balance with India rather than keep pace with it. In Pakistan, it is the military that has control over the nuclear button, and Pakistan's nuclear deterrent is operated under military control through service specific strategic commands.

Initially the programme was covert. Although the world was aware of Pakistan's nuclear programme, yet Pakistan was not a declared nuclear weapon state. It was only after the nuclear testing of May, 1998 that both India and Pakistan became declared nuclear states. After the nuclear tests, the world's sympathies were with Pakistan, owing to the fact that after India tested its nuclear missiles, Pakistan was left with no option but to respond with similar testing and that if Pakistan had not tested, the strategic balance in the region would have severely disturbed. So much so that President Bill Clinton admitted that:
"Pakistan's nuclear doctrine commits to the people of Pakistan to maintain a strategic balance with India rather than keep pace with it."

Pakistan wishes not only to deter a nuclear attack but also a conventional attack by compensating for its conventional disadvantages through nuclear means. However, having said all, Pakistan has not declared its deterrence doctrine in contrast to India whose nuclear doctrine is known to the world. Pakistan's nuclear doctrine is based on various statements made by political and military leaders which constitute the thrust of its doctrine.

Pakistan's government has declared four possible situations that might lead to a nuclear response or escalation by Pakistan.
