Does it matter? Until something really bad happens the response of the typical Pakistani is always 'we didn't do it'. In this case they blame MI6. Next in line is usually cia et al with James Bond bringing up the rear.

Most of Pakistani people know who is funding them and why, they are aware that their ISI's involvement and etc.. they also know TTP is the product of ISI only.But you know no one goes against national policies. Taking names of RAW and Mossad is due to different reasons.
