You do realize it requires multiple industries to build a complex machine like a helicopter. There are only very few manufacturers that can make a reliable machine. Technically any country with a decent industrial base can design and build one, but to build one that is COST EFFECTIVE, RELIABLE, AND EFFICIENT, is completely another story.
Right, so either all the nations are making reliable helicopter or not making them al all. Hell, even pajeets are making one and we know about their quality. It is about the mental approach, we are not ready to accept made in Pakistan whether it is a juicer machine or a helicopter.

People think business has emotions involved or that Pakistan will cut off relationships, even if they are strained currently, with France just because we don't like their policies.
Easy to forget that we have had defense ties with them since the 1960s, same as India. No different then ties both India and Pakistan has had with UK, US, and most every other country in the world.
These helicopters are the best replacements for Lamas and Allouetes as well as Bells JetRanger and we already have a large fleet in service. Makes complete sense to buy additional units to retire older birds and as attrition replacements.
The pajeets didn't make the helicopter themselves. They actually built the Lamas and Allouetes on license for years and for the Dhruv, they had a decade of help by the Germans who more or less made them a chopper that Indians now can call their own. Just look up MBB BK117 to see what it's based on.
The key difference here is that India has a huge heli force and just their domestic market is large enough to afford them economies of scale. Pakistan does not have that for any class except medium lift choppers of which we have 3 in service in large numbers (Puma/Hips/AW139). And no one in the world can match the cost to benefit of a Mi-17. We don't need to produce out own helis of any size or role. Instead just need to get in the supply chain of upcoming ones or others already in service.

There are literally a handful of countries that build military helicopters and most of them have the same suppliers. I.e. Pratt and Whitney Canada, Turbomeca, Rolls Royce, Honeywell and so on.

Even if you're able to get foreign license for critical parts such as engine, transmission, avionics, etc. The cost of setting up a production line with it's machinery, jigs, tools and the cost to build the helicopter would have to be less than just buying off the shelf product.

Production is capital intensive which we don't have. Companies need steady cash flow for the multiple years when in development phase, we don't have that.

But why should Pakistan give money to them and not go somewhere else? Especially given how disrespectful France has been?
Because this helicopter is ideally suiting PAA's high altitude terrain flights in Northern Areas and Siachen. Also it is very economical and reliable in high altitude thin air atmosphere operations and in extreme cold.

I'm in fact surprised Pakistan does not go for the uprated Z-11B!?

These choppers have time and again proven their worth in high altitude rescues and other operations in Pakistan where they have been pushed to extreme (including the recent attempts to locate climbers on K-2).

PA already has the maintenance support base so a new type isn't that much needed for the type of work being required from them.

We could've gotten away with it if it weren't for horny kids in universities :D.
There are more nerds than any other type. The R&D in Pakistani Univs is abysmal, except for top ones. Those who dont find proper R&D facilities for their proposals or projects then get visas and fly abroad.
