It will be actually a very effective strategy but i dont think Pak army is that much desperate and helpless against Taliban in Tirah to resort to these extreme measures. Another example from the history is war of Russian empire against Imam Shamil in Caucasus, they had to clear all the jungles from one end to another to corner Imam Shamil who was making effective use of Jungles and mountains.
Historically speaking Tirah is graveyard of armies and soldiers, entire armies of Mughals perished in this valley during Akbar and Aurangzeb times. British suffered more casualties in Tirah than any where else in 1897 rebellion and no attempt was made to conquer it but just punishment expeditions. The area has remained unconquered for centuries due to its difficult terrain. And let me say it bluntly, previous Pak army's operations in Tirah have failed due to heavy casualties, they had to retreat. This time , Raheel Shareef doesnt seem like a man who would waver at the reports of mounting casualties of his soldiers, unlike Kayani.
