Shaheen-III is a massive upgrade to Shaheen-II, and this is the same missile which we heard about when there were rumors of Shaheen-II's range being increased. The range is not that much as being portrayed (the information was most probably sought from wikipedia or something, as ISPR is very very tight-lipped on missile specifications).

Two years ago, I would've said "in 2012". But I think it is suffering from delays, mostly probably because of the funding issues.

Actually it's a government pending decision, listen to Dr Samar in the video, the capability is very much there.

It may seem as a political decision on whether to develop IRBMs/ICBMs or not, but the Military doesn't consults the GoP, they only inform them. Indeed the capability is there.
Dr. Mand talked about an ICBM, which Shaheen-III isn't going to be.
