This is the second SAT agreement between Pakistan and China. Under the National Space Vision 2040 program major part of the development of this satellite is to be done in Pakistan by SUPARCO. However and mainly to lack of promised funds for the NSV 2040, the progress in this direction remains at a snail's pace.

The original PRSS was supposed to be equipped with SAR. Not sure about this new development. Personally i think that SUPARCO have decided to go for Chinese help after years of delay, primarily due to financial constrains.
Lets hope that this projects reaches some successful conclusion now without any further delays.
