Ok so after metro bus its metro train, so why couldn't we had the metro train in the first place.

they should have gone with the original metro train project but they needed to show something for 2013 elections thus a 550 million dollar metro bus was built

Probably because metro (underground train) is not as easy as it might seems. Financial, technical challenges are manageable issues, the toughest part is urban planning which includes resettlement, and that's not easy especially in cities already having high density of population.

Is there any metro operational in Pakistan? If so probably it will take some time for urban planners to accumulate the necessary skills/experience in the first city, then roll out to others in the country. If not yet then start with one city, a few lines.

Let's be optimistic, and start rolling!
