Pakistan and Beidou

i have one question why cant we develop stuff within ourselves why do we always need to take help of china, even in our satellite and space program

pakistan needs to learn how to RnD, scope seems to be too narrow and pakistanis unwilling

those nations who support their own programs and RnD succeed

what is the use of making thousands of engineers, scientists etc when we cant utilise them and seek foreign engineers, scientists etc
