Pakistan is not conceding on anything. It actually helps Pakistan's case to hold him indefinitely. Sending him to the gallows leaves no leverage. A spy in custody does.

Letting his wife meet him is the honourable thing to do. Spy, soldier, whatever, we are not a nation of savages. But likewise, letting his wife meet him also does not mean that Pakistan is willing to let him go.
