Pakistan Afghanistan reach unique agreement on papers for the first time in history

KABUL - President Ashraf Ghani said on Saturday an agreement has been made with Pakistan – in writing – on rooting out terrorism, reported Tolo News. <link>

Addressing an event in Kabul, the president said achievements had been made with Pakistan on finding a solution to the Taliban problem in Afghanistan .

“The issue of Taliban should be solved in our relations with Pakistan. Some things have been done in this respect and some things are still needed to be done. It has been agreed on paper for the first time. The Afghanistan-Pakistan negotiations framework is now on paper. Now, serious actions are required,” he said.

He said there have been improvements in terms of uprooting terrorism.

“We should clearly agree on this, on how we will work with each other in the future and how we will prevent other movements,” he added.

Ghani did not however give details on exactly what the agreement entailed.

Meanwhile, Pakistan’s Ambassador to Kabul Zahid Nasrullah stressed the need for the strengthening of Kabul-Islamabad ties. He talked about Islamabad’s role in ensuring peace in Afghanistan.

“We welcome the ceasefire and strongly supported it. Pakistan’s President Mamnoon Hussain was in China when he announced that Pakistan is strongly supporting the ceasefire. Pakistan knows its role well in peace and reconciliation in Afghanistan and we will fulfil our role very well,” he said.

Ghani meanwhile said one of the options which will improve Afghanistan-Pakistan ties would be to turn the country into an economic hub.

you need to vent your frustration towards the mayor of Kabul who is a self styled servent of Narinder Modi. You seem to believe that this initiative will work? One little hiccup and the blame game will start again with accusations and finger pointing at Pakistan and then back to the begining. Personally I've lost all faith in the Pak & Afgan leadership. Mr Ghani says many positive things when such peace processes are initiated between Pak & AFG but the second Uncle Sam arrives in Kabul or Mr Ghani and his government decide to have a tea party in New Delhi with the Hindutva elite the Pakistani bashing ignites. frankly i can't take the Afgahan serious!

President Ashraf Ghani elaborated breakthroughs achieved in finding solutions to the ‘Taliban problem’ in Afghanistan with the help from Pakistan, Tolo News reported.

“The issue of Taliban should be solved in our relations with Pakistan. Some things have been done in this respect and some things are still needed to be done,” he said at an event in Kabul.

He added: “It has been agreed on paper for the first time. The Afghanistan-Pakistan negotiations framework is now on paper. Now, serious actions are required.”

Ghani also revealed ‘improvements’ in countering terrorism. “We should clearly agree on this, on how we will work with each other in the future and how we will prevent other movements.”

Although the Afghan president did not clarify on details of the written agreement, the two countries recently agreed on key principals to operationalise the working groups for counter-terrorism during in a meeting between former prime minister Shahid Khaqan Abbasi and Ghani held under Afghanistan Pakistan Action Plan for Peace and Solidarity (APAPPS).

APAPPS provides for a framework to strengthen mutual trust and deepen interaction in all spheres of bilateral engagements. It is also a mechanism for finding solutions to bilateral areas of concern.

Meanwhile, Pakistan’s Ambassador to Kabul Zahid Nasrullah also stressed on strengthening ties between the two neighbours. “We welcome the ceasefire and strongly supported it. Pakistan Afghanistan reach unique agreement on papers for the first time in history

It was really nice to see at least a few days of peace and festivity in Afghanistan after decades of just death and destruction. And the fact that Taliban mingled freely with Afghan citizens does mean that peace is not impossible in Afghanistan. All it requires is the right environment in the country and the opposing groups both displaying a spirit of give and take.

And I must say that on coming to power, Afghan President Dr. Ashraf Ghani had extended a hand of friendship towards Pakistan, in the hope that Pakistan would be able to bring warring Taliban to a negotiation table with the Afghan government. However, when that did not happen, he became a bit sour, which is understandable. Perhaps he had over-rated Pakistan's clout with Taliban.

Another problem between Afghanistan and Pakistan is the Durand line which nearly the whole world recognizes as the border between the two countries, but Afghanistan doesn't. I think our Afghan brothers should adopt a realistic approach to the problem and give up this unseasonable demand on Pakistan territory, which is unlikely to become Afghan territory ever.

And Afghan demand on Pakistani territory seems even more unreasonable in the circumstances where half of the real Afghan territory in out of their control and in Afghan hands. It would be far better for them to concentrate on trying to establish their writ on this territory, which is really theirs.

On top of that, Afghanistan also blames Pakistan for introducing Taliban terrorism in Afghanistan, and not entirely without reason. It is a fact that when the United States coaxed Soviet Union to move its troops to Afghanistan - in order to avenge its humiliating defeat in Vietnam - our Gen. Ziaul Haq had, with the support and assistance of the US and some Middle-Eastern states, had helped raise Taliban force to fight the Russians. Moreover, the US helped bring to Afghanistan fighters from around the world, and this included Osama bin Laden and his associates. And, because of Gen. Zia's move - which was motivated more by his desire to prolong his illegitimate grab of power - both Afghanistan and Pakistan had been facing this Taliban terrorism ever since. And this problem can only be solved through joint, sincere efforts by both Afghanistan and Pakistan.

And the worst part of it all is that the US, which was an active partner in all this is now blaming Pakistan of not doing enough against terrorism and militancy in the region.

Anyway, after many ups and downs, it is nice to hear Pakistan and Afghanistan reach unique agreement on paper for the first time in history. Of course, peace in the region is possible only through joint efforts of both the neighbours and neither of the two can bring this about on its own.


However, peace in Afghanistan is not possible while the Americans are there. And this because the minute there is peace in Afghanistan, there would be no reason for them to stay there. And the Americans do want to hang around Afghanistan because they want to keep Afghanistan destabilized ans also want to create Syria and Libya like situation in Pakistan and Iran, resulting in the dismemberment and defanging of the nuclear-armed Pakistan. And that way, they can form a solid front against China stretching from India, through Pakistan, all the way to Afghanistan which, to some extent, is already under Indian influence.

It is not that Afghan President won't know this. It is just that he can't tell Americans to get out because they pay the cost of maintaining Afghan army, and also give a bit of economic aid, while also providing security to some Afghan cities.

Now China could help bring peace to Afghanistan because being flush with funds, a mighty power and just next door, it can easily replace the services presently provided by the US to Afghanistan. Moreover, China can also help dig up massive mineral wealth there for mutual benefit

Let us hope China does this favour to the region, and makes serious efforts, jointly with Afghanistan and Pakistan, in solving this problem even at the cost of annoying the United States which has rather sinister designs for the region. And of course peace in Afghanistan and Pakistan will also help China.
