Pak to ask India to inform before releasing Dam water

ISLAMABAD: The government will seek prior information from India on releases of dam water to prepare itself for staving off the sudden gush which plays havoc in Pakistan.

Chairman National Disaster Management Authority (NDMA) Major Gen Muhammad Saeed Aleem told reporters at the conclusion of a two-day national conference held to review monsoon preparedness: “We have asked Pakistan Commission for Indus Water to take up the matter with India”.

He said that in the past the country had suffered huge loss because of the release of dam water by India without any warning. However, the upper state (India) is bound under the Indus Water Treaty to provide information before making such a move.

Some 50 districts across the country have been identified as prone to monsoon rains and flash floods. The NDMA chief said it was difficult to predict which places would face most.

The Meteorological Department has forecast somewhat below-normal monsoon rainfall in July-September which will gradually increase in northern parts during August. Precipitation will remain normal in August and September but northern parts may receive slightly above normal and southern parts below normal rainfall.

Met office will keep issuing monthly and weekly updates because forecast at this stage cannot be 100 per cent accurate due to technological weaknesses involving radar coverage and modern gadgetry, he said.

In reply to a question, the NDMA chief said that unusual weather phenomenon was not something surprising because a situation can develop suddenly.

Though drought in Balochistan could not be ruled out but its chances were slim because of sufficient rainfall the province had already received. However, some areas of Sindh may face drought.

Gen Aleem said all five rivers experienced high flooding last year but the loss was less than in 2012 because of an effective coordination mechanism and timely evacuation of vulnerable communities.

Repair work on most of the flood protection structures have completed and the job is nearing completion.

The national flood protection plan – a key component of the national disaster management plan – will be ready this year which would further reduce flood losses, he added.

Tree plantation, he said, helped in controlling soil erosion but measures to curb deforestation were not being taken, resulting in a decrease in the number of trees. He said the ministry concerned and provincial forest departments needed to address the issue.

Vary Genuine. India should Inform Pakistan prior to release of water so that Pakistan can prepare itself for utilization as well as safety.

It is a basic courtesy to inform the other side before releasing the water...... The discussion should be, whom to be informed and what should be the way of communication........

can't we divert the excessive water to our side or store it in form of lakes so that pakistan would be little safe or we can also utilize that water in drought like conditions..my 2 cents only..:partay::partay:

India informs Pakistan before releasing water: Baig

Lahore - Indus water commissioner Mirza Asif Ali Baig termed the news of India releasing water without warning as baseless.

Mirza Asif Ali Baig said that according to the Indus Water Treaty section 6 and 7, India is bound to inform Pakistan before unloading excessive water in its rivers. He said that acting upon the treaty, India informs Pakistan on time before releasing unwanted water. While talking to Nawa-i-Waqt the Indus water commissioner said that during the days of Monsoon the level of water is checked with India after every 6 hours which is now lowered down to every three hours. He said a flood cell has been constituted which stays in contact with the Indian side 24\7.

He affirmed that the excessive water released this from was informed by India on time adding that the amount of water was also notified by India. He said that the information is then passed on to the Punjab Irrigation Department which measures the amount of water coming from the other side, estimates the projected loss and advises precautionary measures.

Indus water commissioner Mirza Asif Ali Baig said even if India informs us on the release of water on time we cannot take effective measures in minimizing the estimated loss on which India should not be blamed. “Unwanted water coming from the Indian side damages India before damaging Pakistan”, he said.

He said that damages are mainly caused as people settle on dimmed river channels and are washed away when the water is released. He said that government should take steps in educating the settlers. He requested the media to project factual information on the issue. He said that when India releases water the media should investigate thoroughly before going up with the news.

He also held the news of making illegal tunnel from the Kishn Ganga dam despite World Bank staying the project as baseless. He said that the stay order was issued for the dam only, adding that the stay on the dam also has been lifted on 18 Feb.

As per IWT India can utilise the water of the lower three river - Sutlej, Beas & Ravi as it pleases.

Water of the Indus, Jhelum & Chenab cannot be diverted but can be used for power generation .

yes that i know ..but in case of when dam is overflowed <only this clause should be added in IWT>.....we should divert the water of other rivers so that pakistan should be safe..:partay::partay:

How many of you know that there is almost zero contact between people who lead our armed forces, nor there is any written agreement on installing communication lines to avert the PLM (Possibility of Launch by Mistake).

Hot lines exist and serve the purpose.

There need not be dedicated lines for different contingencies.
