You are right when you say that development can take place even in absence of democracy.But you will be wrong if you assume that dictatorship suits Pakistan.There has been four military coup in Pakistan so far.Each one has done considerable damage to the state and gave rise to rampant corruption.
Nawaz, BB, Zardari, Geelai, Mullah Diesel none of them hailed form millitary. Yes its true dictators have done considerable damage to Pakistan. Yahya lost East-Pakistan, Zia ul Haq gifted us with Mullahism, Terrorism, Talibanism, Jihadism and all kind of negative "isms". Mushraff while developed the economy failed to counter the silent waves of TTP and BLA.
In conclusion no government can be evaluated without a fair chance of play for 20-25 years and in that context millitary still has a better chance to fare than elected feduals of Pakistan.
