I don't understand why for the last 15 years I keep hearing "india released so many fishermen" and "pakistan released so many fishermen".

Are fishermen in custody some sort of bargaining chips?

Its ridiculous. What are these fishermen doing in jail anways? They should be fined, sentenced or released immediately.
