Pak qualifies for civil N-coop at int'l level: NCA

ISLAMABAD – Pakistan said on Monday that despite having adequate indigenous expertise to sustain national nuclear safety and security systems, it would continue to benefit from IAEA’s relevant programmes on nuclear security consistent with national policies and interests.

This was decided during 17th meeting of the National Command Authority (NCA) chaired by Prime Minister Syed Yousuf Raza Gilani. It was the second meeting of the NCA with the Prime Minister in the chair.

The meeting reviewed policies and measures in place for the safety and security of nuclear materials and facilities and expressed full confidence in the arrangements for custodial controls and safety and security of Pakistan’s strategic assets and the effectiveness of Pakistan’s strategic deterrence.
The meeting reviewed as a nuclear weapon state with advanced nuclear technology and expertise, Pakistan was fully cognizant of its responsibilities. The nuclear safety, security and non-proliferation measures put in place by Pakistan were supported by extensive legislative, regulatory and administrative framework.
The meeting also underscored the need for exploring all options to ensure a reliable energy mix to meet rapidly expanding energy requirements of the country, therefore, the civil nuclear power generation was an essential part of the national energy security strategy.

It noted that Pakistan fully qualifies for equal participation in civil nuclear cooperation at the international level with more than 35 years experience of operating nuclear power plants, highly trained manpower and a well-established safety and security culture.
Since the nuclear safety and security as well as safeguards are vehicles for facilitating international civil nuclear cooperation, the meeting emphasised the need for a non-discriminatory approach for international cooperation in the peaceful uses of nuclear energy in order to realise the objectives of non-proliferation and nuclear safety and security.

WASHINGTON: The US has categorically told Pakistan that it would not get any atomic power plant or civilian nuclear deal on the lines of the one signed with India.

"The United States is working closely with Pakistan to help meet its growing needs. Nuclear power is not currently part of our discussions," a senior Administration official told PTI.

Leaders of Pakistan, who have been pitching hard for a nuclear power plant, have been told about in recently.

The senior Administration official, preferring anonymity, said the US has also told Pakistan that there is no way that they can get a civilian nuclear deal similar to the one the Obama Administration has signed with India.

The Indo-US civilian nuclear deal is specific to India only and there is no thinking going on in the administration to create a template for it, the official said.

Moreover, given the past experiences that the US had with Pakistan on nuclear proliferation issue and the episode of disgraced Pakistani scientist A Q Khan accused of transferring sensitive technologies abroad, the official said both the top American lawmakers and those in the US Government have serious concerns about the safety of Pakistani nuclear weapons.

Under these circumstances, it is quite difficult to consider "that (nuclear power)" option for Pakistan, the officials pointed out.

I am not being optimistic sir, If NCA, agrees that we qualify, then its good for us, so its just the other nations to decide whether they want to give us N-plant. I am not guranteeing that we will definitely bag a nuclear deal with USA.

Sir, I think the link you posted was Feb 27 which was before the 25th March talks we had with the USA, in which they actually agreed to discuss with us on Nuclear talks. So far, they have not declined our request, but they would prefer to invest in non-nuclear energy sources at the moment

Hours after Pakistan Prime Minister Yousuf Raza Gilani [ Images ] said that his country "qualifies" for a civilian nuclear deal with the US, like that of India [ Images ], the Obama [ Images ] Administration in a blunt message told it that such a deal is not on platter of its talks with Islamabad [ Images ].
"We are focused on Pakistan's energy needs, but, as we said last week, right now that does not include civilian nuclear energy," Assistant Secretary of State for Public Affairs P J Crowley told the media.

A high-level Pakistani delegation led by the country's Foreign Minister Shah Mehmood Qureshi was in Washington last month to launch the US-Pak strategic dialogue.

The Pakistani delegation sought a civil nuclear deal with the US on the lines of that of India.

The Obama Administration did not give any concrete assurance to Qureshi, neither did it totally reject the request.

Meanwhile, chairing a special meeting of Parliamentary Committee on National Security in Islamabad, Gilani said Pakistan "fully qualifies" for it as it has put in place effective security and non-proliferation measures.

A "well established, foolproof safety and security culture fully qualifies Pakistan for equal participation in civil nuclear cooperation at the international level, which would help us in addressing our immediate energy problems and would bring greater stability as well", Gilani had said.

Crowley reiterated that US has full confidence in the safety and security of nuclear weapons in Pakistan.

"I think various US leaders have expressed confidence in the security of the Pakistani weapons. I'm not going to go any further than that," he said.

Earlier in the day, another Obama Administration official said it favors a new global civil-nuclear architecture allowing countries to meet their energy needs without posing proliferation risk.

"The Obama administration has favored new international civil nuclear-energy architecture, an architecture that allows countries around the world to benefit from the peaceful uses of nuclear energy without increasing proliferation risks," Robert J Einhorn, Special US Advisor for Nuclear Non-Proliferation and Arms Control, said.

"Ideas have been put forward, like fuel-supply assurances, international fuel banks. These are designed to give countries more options, to give them more access to the nuclear fuels they need to run a nuclear-energy program, a nuclear-power program. We have supported these international fuel banks to do that," Einhorn told foreign journalists at a news conference.

Pakistan will do what it has to (without compromising its national interests) in order to satisfy international concerns - the complexity of the process of obtaining an NSG waiver is obviously understood by the GoP and concerned institutions to be a long term one given expressed Western concerns and the dynamics of the US-India nuclear deal.

That said, these and other statements by the Pakistani Prime Minister and other GoP and military officials are factually correct and part of a lobbying & PR process that is very much a part of the path to obtaining an NSG waiver.

The world is not going to change its mind if Pakistan does not elaborate upon and flaunt the strengths of, and changes and improvements in, its nuclear program and various security and anti-proliferation systems and processes.

BTW, can you tone down the inflammatory rhetoric, such as references to Somali pirates and what not, please. This is becoming a bit of a trend now and there have already been two suspensions.
