People in Pakistan have lost more than fifty thousand lives in the war on terror, if anyone don't show sympathy over this loss will be considered as enemy, as a natural reaction. If GoI issues a statement condoling the deaths of thousands of innocent people and saying that the statements of any Indian official don't mean to hurt the feelings of the affected families, will be very appropriate step, as an immediate neighbour and will have positive impact overall.
Statements, in my opinion, are hollow. In fact, a lot of your countrymen would take offense to India's statements since they pre-judge India to be somehow responsible for the state of your country.
I don't wish to get into another round of blame game and allegation / counter-allegation; however, the perception is highly prevalent and can't be addressed in the short to medium term.
